was woundering when i gain access to post in the for sale and wanted section?

Rule 6.3;

6.3 Sales may only be conducted by members of good standing, that is a member who has been registered for a minimum of 30 days and within the last 30 days has made a minimum of 50 constructive posts, ie a member who joined 12 months ago but has not been active on the site for some time will have to become active again for a period of 30 days with 50 posts in that time before they can post a sale thread. This is to allow members to make a judgement on the validity of the sale.

maybe as part of the signing up process you need to answer some questions about the rules, just to make sure people have actually read them

That's fine - but then when you hit a snag such as not being able to post in an area then I can suggest the Rules button
